Adv. Milner is a partner at Ben Ari Fish, Law Firm, and heads the firm’s Local Authorities and Environment Department.

Adv. Milner has diverse areas of specialization, among them municipal law, municipal taxation (property taxes, development fees and levies, construction fees, land betterment taxes, etc.), municipal infrastructure financing, environmental law, and water and sewage law. In addition Adv. Milner specializes in civil and administrative litigation and representation in class action lawsuits in his areas of expertise.

Adv. Milner serves as permanent legal counsel to water and sewage corporations, local authorities and companies in the private sector.

Adv. Milner served as an external consultant to the Water and Sewage Authority. He also served as a teaching assistant in a course on Evidence Law and a research assistant of Prof. Assaf Meydani at the Faculty of Economics and Business Administration at Ben-Gurion University. He also took part in editing the book “Tourism Law in Israel: Public policy, Politics and Law”.
